The smaller cub didn't look to be under-nourished, as his body looked just as healthy and rounded as the other two --- which were twice as big and also looked very healthy --- so it must be the case that he belonged to a younger litter. The little group probably got separated from the mother's other adult companions.
That's one of the great things about lions: even if the mother is dead or separated from a cub, the cub could still survive with other cubs from the pride, as part of the group.
