I consider anyone raised in whatever continent or country to be a member of that country. Whites can be Africans, Blacks can be Europeans.

Actually, it can go further than that, phenotype (physical appears) is not always the best indication of descent. A person with black skin can have more in common genetically with Europeans than with Africans (this also works the other way)

Africans are also the ones that have a larger genetic variation, so while they can be genetically similar to an european or an asian they are also far more likely to be the farthest related.
