No he can't. Swat cannot be sedated in this mission, neither in Hunter&Hunted. Deadly Caro is the only mission that let you sedate the Swats.
BTW, is not really necessary kill the agent upside. Take the stun gun from 2nd floor (where there are the dead bodies), then make like you do in this video. But for the last guard, simple stay behind him and be ready to use the stun gun as fast as he turn to you. If you're fast enough, you'll make him KO without CE, and so you can get AZ.
