本日、第百七十回国会の開会式に臨み、全国民を代表する皆さんと一堂に会することは、私の深く喜びとするところであります。
ここに、国会が、国権の最高機関として、当面する内外の諸問題に対処するに当たり、その使命を十分に果たし、国民の信託にこたえることを切に希望します。
