'Appreciation Index'

The Doctor and Peri arrive on a planet at war. Two colonies who were at peace are now battling each other to survive and be the rulers of the planet. The only problem is no one knows the true reason behind the start of this war. One colony attacked for no reason and war began, however there is far more to this war than first suspected. Cameras watch peoples every move, feeding to a satellite in space. But who is watching, and more to the point, why?

@batmanmarch I concur... he's in my "middle tier" Doctors along with Two, Three and Nine.

Incidentally, my top-tier is Four, Eight, Ten and Eleven.
