The white-haired youth is called Jona Matsuka, the black-haired one's name is Keith Anian. They are characters from the anime called Towards the Terra.

In the anime, Mu is a type of powerful gene, some humans inherited it and if they can manipulate that power willfully, they can be a srong weapon or can be a very strong defence. (eg, Matsuka once used Mu's power to protect Keith from bullets). Mu can also facilitate telepathy & teletransport. Mu also refer to people who've this gene awakened.

PS : In the anime, every child who has reached a certain age has to go through the adulthood exam to check whether the gene is present in their body, usually they will be killed, if the result is positive.

But it seems that Matsuka's Mu gene awakened after the exam. So, he passed the exam out of luck and was not put to death.

But most people don't know what is Mu. It seems to be treated like state secret..? So Matsuka doesn't know what Mu is.
