I think he's just a bad president who wants war for the wrong reasons (maybe there aren't just reasons anyway..)
He act without thinking about the consequences his victims have to live with.

Basically he knows exactly what he is doing.
While all eyes are focused on him (dumb,monkey-face,ape,bushisms etc) he can do whatever he wants without disturbing.
