During this downturn in economy we can easily see how banks are using foreclosures to their advantages. As one bank takes over another certain guarantees are made. This includes a percentage being paid to them on failing bank's debts. To insure this incentive gets paid to the bank, these bad debts and loans have to be foreclosed on.
