Who gives a shit if they do? And on what planet would any of this be considered fraud? Our education system in this country is in serious jeopardy. Look up the definition of words you are unsure as to the meaning before tossing them out there like that. A simple, very small barcode, or unique number can be easily scanned on the BRE (reply envelope) and locate the recipient. Fraud is not a joke and the banks will track you down. Even if just to make you an example to stop this stupid activity. All your doing is hurting the post office, and jeapardizing jobs of all the businesses that surround the direct mail business.
