Yeah - I remember. I went up that road that night and there was subsidence because the water had washed out the pavement.
The only thing is that it hadn't yet been paved - the contractors were way behind schedule and the government probably opened the road regardless. It is common knowledge that it rains heavily at this time of year and the pavement should never have been left exposed.
Shoddy job - as simple as that...
