"Europe" is not one place nimrod.....but a collection of different countries with different profiles some similar to the US's (Germany, France...) and some completely different (Portugal, Greece, Netherlands)....

The country most similar is Germany. Its economy is doing quite well with STRONG UNIONS, STRONG GOVT. MANDATED WORKER'S RIGHTS, GOVT. MANDATED HEALTHCARE AND GOVT, FUNDED TRAINING/AFFORFDABLE HIGHER ED....it also has a much more onerous PERSONAL tax burden on those who make a lot.
