in most countries the salt is not fluoridated but there is an option that you can buy fluoridated salt if you want, Switzerland is the only country in Europe wich fluoridates the majority of its salt supply about 80%, Im not aware of the milk, who drinks milk anyway.

aside from that sodium fluoride and its adjuvants are poison, calcium fluoride is a natural ingredient in tea.

It is true that many European countries don't fluoridate their water, instead they fluoridate their milk or salt.

Both the Soviet Union and nazi Germany fluoridated the water in death camps and in gulags, also not for the main population unlike in the US., most countries in Europe banned water fluoridation,just sayin.
