If you find a bad store owner, it might be an idea to tell them that they're being rude, and that this kind of rudeness is costing them their custom and their reputation, then they might think twice before doing it again, just like a rude waitress losing her tip.
My experience has been that local storeowners often treat customers shabbily. Yes, some local shopowners are nice, but I've found more to be rude, unfriendly and sometimes racist.
"Buy local" = micro-mercantilism. Good luck with that.
