I would have to put Clark Ashton Smith a notch above Lovecraft. His exquisite mastery of language to convey fear, wonder and elaborate otherworldly realms is unmatched IMO.

Robert E Howard and Clark Ashton Smith also deserve recognition for being pillars in their fantasy fields around the same time as HPL. But for sheer terror and complexity, HPL remains above the fold.
