I think maestro plays here very free without any particular assignment of standard 4 to the floor. However here is how it makes the most sense to me:
It starts on the 4th beat of a pick up measure; so G major chord gets 1 beat in that pick up measure, and then the full measure. Time is 4/4; numbers mean beats of this chord in this measure; lines are bar lines:
1 G / 4 G / 2 Bm 2 E7 / 4 E7alt / 4 Am7 / 2 Am7 2 Ab7alt / 4 Ab7alt / 1 Ab7alt 2 GM79 - it's rubato on the last chord, obviously.

I can hear this is a I - VI - II - VI turn around , but I'll have to listen to it many more times to break it apart to figure out how he blends the arpeggios. Damn, wish I had started younger before my right hand habituated itself to tension.

@simbasa12 Me. Man, if you are beginner, find a software that play videos in slow motion and the sound of course and you will able to hear all the notes and how bireli plays it ;).
