@cashshawn Yes, tragic. and two minutes earlier he had been skipping in the street. Skipping like the child he was. Ahead of the other gang members, All in their new hats and beautifully tailored, expensive coats which they'd bought to show they had"arrived".
It was this "skipping ahead of the gang" shot (with the pillars of the great bridge looming in the background) that was chosen as the iconic poster for the film. Music. drama, writing, scene-setting, acting, direction, it's all genius.

@FuegoAlicante They were probably working for Bugsy, or at least were being paid off by him. Note how they conveniently showed up as soon as Bugsy started getting stabbed.

Max could have helped Noodles to silent the last mounted policeman, take the blade and wash it from fingerprints, put it in Dominic's hands (he's already dead) and then run away, problem solved. Noodles wouldn't have spent 10 years in prison.
