This is from 2002 - at that point, no one knew who Palin was, and Bush was the ultimate example of a conservative who acts like a good 'ol boy, attacks his opponents for elitism, and uses "intellectual" as a dirty word.
Plus, they chose an actor who looks a lot like Bush, and they had him speak just like him.

No arguing that the West Wing is the greatest television show of all time. But try your best not to tout the scripted rhetoric of a fictional character as reality.
