Just having barred cages doesn't make a person running a puppy mill.I saw very reputable breeder in Germany also using barred cages.Time to time one must separate dogs from each other especially in time of breeding. You have to look at all the video(btw these dogs are often out for walk & play in the owners vegetable garden eating what they will,etc ). You had to know the language to understand the situation.You just can't accuse anyone just because it "appears" that way.
