Chord progressions are based around common patterns. These patterns are assigned roman numerals that refer to notes in a key. In the key of C major, C is I, D is II, E is III, and so on. The pattern will work the same for each key, but unlike Cmaj and amin all other keys will have sharp and flat notes that complicate things (see the Circle of Fifths). But in E major, E is I, B is V, C#minor is vi, and A is IV. In C major it would be C, G, Amin, F. Not too difficult once you get the hang of it.
