This is a tutorial that shows you how to create the effect that you're controlling water with After Effects and Blender. Simple to do, but kind of time consuming.

NOTE ON THE .BLEND: The .blend file in the description is different from the file used in the tutorial. Just open up a new render layer and use the hotkeys to render (Ctrl-F12 for whole animation; F12 for still frame) and make a material with the alpha at 0 and use it on the UV sphere.

EDIT: It's much easier to just use the append/ link function in Blender to grab the material from the a.blend file and use it in another .blend. How to do it:
1. In Blender, make (or open) a .blend file you want to use a normal map in.
2. In the File drop-down, click Append/ Link
3. Open the normalmap_material.blend in the window that popped up.
4. Click materials
5. Click Normal_Map
You're done.
