I think what needs to be done is:

1:Lure Taishi into the trap(In between the two houses surrounded by the wall)

2:Clear out the officers in the center of the stage

3:Approach Zhang Liao

There also seems to be some time minimum/limit on when it happens too, so it's a bit frustrating at times.
