I think he meant the "center" of Harlem; except here, in Manhattan, downtown refers to the southern part of the island, and uptown refers to neighborhoods in the north - while in the rest of country they usually call the middle (and busiest) part of a city "downtown." (Of course, New Yorkers just HAVE TO be different. :))
Harlem is nothing but a large neighborhood in the borough of Manhattan starting at 110th Street on the west (and 96th Street on the east.) (cont.)
