Any parent would want a private prep school as an individual solution for his/her individual child, rather than send him/her to a public school in an economically disadvantaged neighborhood, with inferior education and high crime; but, the voucher system abandons the vast majority of the kids in the system, relegating them to those inferior program. The vouchers pacify the most vocal, active parents, removing them as advocates for public schools. What happens to the kids left in those schools?
