@MDthornton83: According to the comic book adaptation from the former US Manga Corps, the guy was a Jerran resistance (a.k.a. "regular army") solder that decided to abandon it because both the resistance and the planet was falling apart by all the destruction.

This is played in the part where the original owner of the Geist armor gets creamed by that gang of motorcycle thugs. Even now I still kind of wonder who that guy was. If he was from the army, then he must have been of a high ranking status to have gained such an awesome suit of armor. Too bad for him he didn't last long. But given his lack of skill and low stamina and endurance, he probably wouldn't have lasted long anyway.
