Name of the song is listed under "likes, dislikes". It's just one of YouTubes stock songs. I just picked the song, it seemed like the best fit. The Name is "Doesn't Really Matter' by Arambol Experience, I've never heard of them and know nothing about their music.

Awesome! Please date this, someone. I lived there in 1973. The Russian Mountain or Banana Boat ride was still there at the end of the pier. It's gone in this footage.
Plus what is the event shown in the section with the crowds on the beach north of the SM pier?

The POP stuff is 1974 after the end burned down. The Santa Monica Pier was .. i think 1980 when a big storm demolished the end of the pier and it had to be closed and rebuilt to what it is today. The people on the beach were just watching the pier fall apart as news choppers hovered above.
