Padraig OMalley is director of the Iraq Project, a collaboration among the UMASS John W. McCormack Graduate School of Policy Studies, Tufts Institute of Global Leadership, and Crisis Management Initiative of Helsinki. In September 2007, the Iraq Project convened a much heralded conference of Iraqis in Helsinki, Finland. It began to shape a framework for negotiations. The second round of talks with a far broader and deeper representation was concluded in April 2008. Prof. O'Malley reports on the Helsinki process and the Helsinki II Principles and Mechanisms that resulted.
