@orangepanda64 For the exact same reason for which all those people posting SAI and other program videos wrote "oekaki" the same way, instead of using Japanese characters.
It's not uncommon to write that way a word you want to put the emphasis on, kind of like someone writing in caps "DOODLE TIME!! I drew [whatever character]".
I don't want to argue or anything, I'm just pointing out a fact.
You can see lots of videos with oekaki written that way, that are not done on oekaki boards.

@orangepanda64 It doesn't say what program the person used.
Oekaki means "doodling" in Japanese, so it doesn't mean the pic was done in an oekaki board. It could be any program.
