omg in fallout new vegas theres a glitch like mr crowley when i went to hidden valley i saw a kings gang member there and i was like wtf? i went to ultra luxe and there was another kings memeber!

The fallout wiki sais Mr Crowley will sometimes appear at places you have fast traveled to or waited at.

I think that Crowley is putting the flowers on the graves, maybe he's a pre-war ghoul,, and those are the graves of his military buddies, aftr all he was into merc work so he may have been a soldier before the bombs fell.

He's named after Aleister Crowley, a famous (or perhaps infamous is the better term) occultist who lived between 1875 - 1947. Aleister Crowley is the subject of Ozzy Osbourne's song as well. So yeah, there's a bit of a connection there.
