He is hates the temptation but loves the action. Lucy is just a metaphorical name that is given for all the evil in his life.

In a way both arguments are right. Slug said that Lucy used to be a metaphor for ex-girlfriends but later on as he revisited these songs he realized that Lucy was a metaphor for his own demons such as alcohol,sex codependent relationships,etc. Either way, I don't think it really matters. All that matters is what the song means to you personally and what you can take away from it. That's my opinion anyway.
