I'm a SONE, but IU's voice is wayyy better than Sica's! No doubt! Jessica just has better pronunciation because she's a US native...

While Jessica's pronunciation is better, her signing makes it sound like some random white girl is signing the song at a karaoke place. Nothing in her singing here makes her stand out. IU on the other hand has a more depth and distinctive signing voice that makes her stand out. IU can even make GEE sound deep, despite being originally a K-Pop song.
