Research leads me to believe that the creators of the "Duck and Cover" program didn't really believe it would work - it was a kind of security measure to ease the minds of worried parents. Certainly Hiroshima was sad. Tough to second guess Truman at this point, though.
I saw this clip from the movie Hiroshima, and its still sad to think of all the lives that was taken by atomic blastings... especially to think that the Americans thought that 'ducking and covering' could save their lives (sure it'll save your life, if you don't mind having burnt pieces of flesh hanging off of you...oh and that your insides are now turned into soup...)
