@SenntistenVids well u do realize that the covenant are all about religion and when he failed to stop the pillar of autumn to reach halo it was declared being a heretic. being a heretic is when u betray ur own religion and the arbiter is a very dishonorable rank and each arbiter has done something to "betray" the covenant, them they were sent on suicidal mission, or a mission the were not expected to survive. if u play halo 2 again and listen closely to the what i said everything will make sense
