The video starts off as a saved game... Carl is at the Doherty garage, from there I headed over to Zero's RC Shop and started the mission.

How can this be skipped? I finished all the jizzy and the woozie missions, and I can't see a way to skip it.

Just ignore it; no new story missions become available after completing the Zero Strand. The only new mission that becomes available after New Model Army is Beefy Baron, which is also optional.
