Just gather a whole bunch up by the bucket load, get a fryer bin for of hot oil going, drop in a french fry rack, and there you have your own episode of "Bizzare Foods" hehe! Thats a Buffet fit for a African Tribe there.

Millions of them swarming around your neighborhood would understandably piss you off, but once every 17 years is amazing isn't it? Such precise Mathematics in nature.
Why try and make a horror movie out of it? There sure ugly and noisy, but they don't sting do they?
All those of corpses left on the ground after a few weeks returns all the nutrients to the ground, helping trees and plants to grow. And in turn they feed the cicada larvae, completing the cycle. A pearl of wisdom, free of charge!
