In Xi'an, I noticed really busy intersections with no traffic lights, stop signs, or right of way. It's pretty fun crossing them. You jump out into the street and hope you don't get hit by a fast moving bus or taxi.
It is because the Government controls population growth through traffic accidents. It is one of many measures thay deploy. Smoking is another very successful long-term measure. Another one is executing people for minor crimes. There is a reason for everything in China.
WHY can't they have a TRAFFIC COP directing traffic, if they can't afford to put in stoplights? If a traffic light "goes out" in America, there is a policemen called right away to direct the intersection.

Thank you, I lived in Xi'an for 3 years (2005 - 2008) and I really miss it. Thanks for taking me for a walk around my familiar old home :)
