Yes, they are a combination of several materials. Chiffon (in the center), tie-dyed silk and poly china (on the edges). Glowsticks (in the lead edges) create the intense glow, and blacklight causes the rest of the flags to glow.
The sets at the end have a lot more dyed silk, so look much brighter than the others.
