What makes this so impressive is the fact that he managed to set up the correct distance for the attack correctly.

Ken's health was so low that if any attack hit him, even if he blocked, he'd die. But attacks can be parried by tapping the forward at exactly the right time, which will negate the damage. At 0:21you can see he's trying to get the correct distance and timing down to parry the first hit of the incoming super attack by chun-li, then has to parry the rest of them. Apparently if he hadn't jumped at the end, his combo wouldn't have done enough damage to KO chun-li either... really good game sense.
