@Illcomeatyou He wasn't shifting blame. The company and the supervisor are responsible for knowing the workplace safety codes.
When he said "the company knows it's against code to store that much weight up there" he means that the company should have not stored so much wieght up there. And the supervisor is responsible for reporting issues, ie that broken shelf.
