The reason Jeff Staceys voice sounds that way is because his nuts crawled back up inside of his belly after he saw Chris Hansen. Listen closely, when he first walks in he says OK twice in a very deep voice, then after he realizes his ass is in trouble he starts talking like Spongebob Squarepants!
