i have a ATI RAEDON XPRESS 200(Gateway/Windows XP or watever but i can only get 32bit........Is that by chance good enough to play?

@Kierinsu Unfortunately, I don't think so. That GPU is not good. However, this is a free benchmark you can download. So, you can give it a try for yourself if you want.

Does that game go to like 10 fps when theres alot of enimies on screen?

@fullclaudio1 Hey man you stink at reading XD. This is the benchmark... The AI is the one playing. Have a problem with it? Talk to Capcom and say that the AI in control of the player sucks :P.
