After BLAZEFIRE was sent to jail, G.T. Blitz ask WolfRyan, Ajs94, and Bobert to test out the new Jungle-City Track but Samus overhears the converstion and wants his bonus in racing so he alos wants to join the race so Pecker tells them it's at Outskirts of Haven City which is, well part of it is under construction after WW3 so part of the race is in New Haven(The area was badly damaged so they repaired that area first.
