Rumsfeld made several announcements in 2001. Not just once. He also said they couldn't track the money on the computer systems not the actual money itself.
So the government much rather destroy an entire building rather than buying paper shredders.There were several reasons to place put options. In 2001 there were 2 days of over 8,000 put options. No attacks occurred there.

He was head of security way but left way before 9/11. Why should the government explain molten lava and angle cut beams. Giving as their is no evidence of it. Larry has not made a nickel from the disaster. As of the end of 2007 he has been given 4.3 billion but the costs of rebuilding is nearly 7 billion. Where is the profit?
