If you have the PC version of this game, you can turn of the filter by creating a shortcut, going to properties, and putting -stereo at the end of the target.

Example : "G:\Rockstar Games\Manhunt 2\Manhunt2.exe" -stereo

To turn of the Noise FX go to Video - Noise FX and switch it off in game.
