Could this be used for Betta's too? With the addition of a heater of course.

It certainly can be used for Betta's! The planter has an notch in the back that allows a heater to be inserted into the tank easily, so it is actually a perfect setup for Betta's.

Also, around how much does one of those weigh? (For cat purposes)

It weighs around 3lbs or so when it has water running through it, but the planter has a ring on the bottom that secures it to the top of the tank (the planter is only able to be lifted off, not pushed off), making it very cat-resistant.
