Heck yes, you can pay cash and get discounts for not burdening the doctors staff with the "insurance" paperwork.
What they are referring to is not "insurance", because insurance deals with risk. Getting paid back for a checkup has nothing what so ever to do with risk. Involving 3rd parties can only increase the cost, since they have to be paid too.

The only reason there is a "crisis" at all is the intervention of government. Government holds it back, government causes the problems.
"Universal" just means another government program.
Getting government out of the way, actually repealing regulation, will let nurses treat patients, doctors compete on service and price, and innovation to occur just as happened after the AT&T legal monopoly was repealed.
