The Senior Chinese Government have a wonderful opportunity at this point, to agree a strategy with HHDL and the Tibetan Govenment in Exile for the future of an autonomous Tibet, within China. If this could be ratified by an independent 3rd Country a plan for the future of a 20th Century Tibet with human rights for resident Tibetans could be started.
