To understand the problems with food, farm subsidies, and the farm bill today, we must look back at history. Traditional farm bills had no farm commodity subsidies. They didn't need subsidies because they had price floors and supply management to protect farmers from low prices, to protect the US from losing money (ie. per bushel) on farm exports, and to protect the Least Development Countries (LDCs, which are 70% rural) from the farm export dumping that drives down world farm prices. They also had strategic grain reserves to guard against food shortages. These policies were reduced, 1953-1995 and then ended in 1996. Looking back today at the farm bills of 2002, 2008 or 1996 is not of much help, as the crucial policies were missing. This video illustrates these concerns in a clear, straightforward way, from the perspective of the farm crisis of the 1980s. It shows who was fighting for farm and food justice 25 years ago.
