@rama6maiden. Not being disrespectful but up til recently Didn't most FIA F1 race cars have Cosworth motors that crank up to 25,000 rpm?? PLUS, a lot of ppl seem to dismiss the GT40 and Daytona which crushed Ferrari who was fairly unchallenged at the time. They did use Ford motors also, Right?? I believe there are some Powerful Ford/Cosworth motors that are Extremely effective.

With enough money and backing anyone could achieve the same,even someone with no prior engineering experience.You employ the people with the ability and experience to produce what you are wanting to build.I have worked for a couple of small companies producing specialist products,our management and shareholders would have trouble boiling an egg.It was the people on the shop floor who knew where to source the parts and materials and how to assemble them into the required product.The key is money

I would say the mindset is the key.
Simple example,
Guy with loads of money but a scattered mind - nothings is gonna happen
Guy with no cash but strong mindset - sky is the limit
Money, resources, expertise, people, all comes as a result of such a mind
