    I think, though, it goes beyond supplies and a plan for ones own family, but should also extend to "What niche can I fulfill to help out my neighbors; how can I enter into mutually positive economic/ecological/social relationships with them."

    I am sure there are other formalities involved, but then the question becomes, are those formalities to adhere to the same scrutiny citizens asking for loans are under?
