Those people, while perhaps unemployed and going through hard times, are the ones able to pick themselves up, dust themselves off, and make their lives better. He's talking about the people who had nothing imparted to them as kids - People who weren't loved, provided for, taught values, and shaped to become responsible adults by their parents. THOSE are the people who are the most likely to end up poor, homeless, destitute, jobless, etc.

Adam brags/jokes about his lack of education and the fact that he doesn't read, which is funny within the realm of his regular machismo oriented shtick. Unfortunately when he happens to weigh in on economic and socio-political topics spanning both domestic and abroad, he really shows his lack of education. At this point, he becomes no more insightful than your average bitter, uneducated, middle-aged male drinking his morning coffee at the local coffee shop.
